1月29日，全国31省份(除港澳台)全部启动重大突发公共卫生事件一级响应。45天后，截至3月12日9时，已有25省份下调响应级别，其中13个省份调整为二级，10个省份调整为三级，青海调整为四级，福建实行不同区域的分级响应。下调响应级别意味着可以兼顾疫情防控和经济发展，但不等于“拐点”到来。
